What are the codes for bathrooms in restaurants in New York State?

A restaurant in my town closes the bathroom at night stating that it is Out of Order when really they do not want to deal with people coming over from the bar. Is this legal? What are the codes for having a bathroom in New York State in a restaurant?

    well restrooms should be available to customers. if you happen to not be a customer he can refuse to let you use the bathroom, but if the bar is in the same restaurant then by law it should be open to the customers at all times unless it is really broken, if not you can always file a complaint with nyc health department by calling 311, they will get an inspector there and if they happen to see that you are telling the truth they will get fine

    New York City zip codes are 10001, 10002, 10003, etc. all the way up to 10021. Hope your fans help out. More exposure in NYC!

    I've noticed Chipotle being pronounced "Chip-OLT-ee" pretty universally in upper New York state.
